The Wisconsin Elections Commission (WEC) directed staff to update the absentee certificate envelope to (1) ensure compliance with Wisconsin Law; (2) implement Legislative Audit Bureau (LAB) recommendations; and (3) to make the envelope as usable as possible for both voters and election officials. The LAB explicitly determined that the old envelope design did not comply with the law, because it did not have a space for the witness to print their name as required by Wis. Stat. §6.87(2).
On August 4, 2023, the Wisconsin Elections Commission approved the designs of the Absentee Mailer Envelope (EL-120) and the Absentee Certificate Envelope (EL-122). There are two versions of the EL-120, regular and military, and three versions of the EL-122; regular, military, and special voting deputy. There is also a Spanish language EL-122 available.
