On Tuesday, January 25 the Plan Commission confirmed the corner setback of Three Leaf Partner's proposed redevelopment at the northwest corner of E Capitol Drive and N Stowell Avenue. This confirmation was required per Village Code 535-21C(6)(c), which establishes a build-to line of 20 feet from the street curb in the B-3 Mixed-Use Commercial District, unless the Plan Commission determines a different build-to line to be appropriate based on parking considerations and the layout of the intersection.
On Thursday, January 27 the design of the proposed redevelopment was introduced to the Design Review Board. The Board heard public comments and offered the developer their initial perspectives on the proposed design. Much of the conversation focused on the street-facing frontages and how they interact with the area. The Village's Central District Design Guidelines and the Design Review Board's general design criteria (225-12H) were noted in the discussion. The developer has indicated that they are reviewing the comments and are expecting to bring a modified design back for further consideration in March. At both the Design Review Board and Plan Commission meetings, members of the public questioned the role and responsibilities of each group. In order to guide the review of this and future developments, the Village Attorney drafted a memo relating to Plan Commission and Design Review Board jurisdictional issues, which was shared with the Village Board in their February 7 meeting packet (pages 160-162).
