[ARCHIVED] Plan Commission to Reconsider Parking Special Exception

On Tuesday, June 1 at 6:30 p.m., the Plan Commission will virtually convene for a special meeting to reconsider a parking special exception that has been requested by Catalyst Partners.

The special exception would reduce the number of enclosed parking spaces required for a 42-unit, multi-family redevelopment at the northwest corner of E. Capitol Dr. and N. Stowell Ave. Nine units within that redevelopment (20%) have been proposed to be affordable for residents with income below 50% of Milwaukee County’s median income.

As proposed, 43 parking spaces would be provided on the first level of the redevelopment, but Village Code requires 74 to be included (at a ratio of 1.75 per unit). Within their application, Catalyst Partners has stated a belief that only 51 parking spaces would be necessary, which would equate to 1 per bedroom. They have further suggested that the 8 additional parking spaces could be accommodated on the street.

The Plan Commission had previously granted approval of the exception at their February 23, 2021 meeting. However, that decision was appealed by neighboring residents. On May 4, 2021, the Board of Appeals upheld that appeal and sent the matter back to the Plan Commission to re-open consideration, accept additional public comment and evidence from the applicant, and create a record demonstrating how the factors contained in Village Code 535-51B have been considered.
