This amendment is anticipated to increase the lineal foot charge for all properties from $4.46 to approximately $5.00. The charge for 2026 lineal feet will be finalized in January and in effect for the first billing cycle.
New DarkSky Light Fixtures - The new DarkSky streetlight fixtures have a very different look than the traditional fixtures (8/7/2023 memo, page 180). The light is projected downward, and lenses are not used. Before selection of the fixtures to be installed, DPW staff installed a demonstration DarkSky compliant light head in the Village Center/Library parking lot. A sign with a QR code was placed nearby to solicit public feedback on the fixture. This demonstration was also featured in the Village Manager's Memo, Facebook and Twitter/X posts, and the 2023 Spring edition of the Shorewood Today Magazine (page 17) to encourage community input. No public feedback was received regarding the demonstration fixture.
New Streetlight Lumen Levels - At the direction of the Village Board, DarkSky compliant light fixtures were included in the five-year Streetlight System Replacement Plan. The light fixtures for the Phase I were specified by the project engineer at a lumen level that matches the output of the existing antiquated system, however the contractor ordered a fixture with an adjustable range of outputs, level 1 (dimmest) to level 8 (brightest). The Lake Drive fixtures installed by WisDOT match the original specification and do not have an adjustable output.
The Village Board agreed to install all Phase I fixtures at standard levels based upon location of the light:
- Level 1 on side streets
- Level 4 at intersections
- Level 8 on main roads
Shields for Streetlights - Shields help reduce sidewalk and house-facing glare while preserving adequate street illumination. Standardizing shield use provides the greatest efficiency. Shields may be requested and reviewed for installation by Public Works.
